Procedures for participation
At each regular meeting of the Board, patrons who have registered in accordance with established procedures may address the Board during Citizen Participation on any matters of interest or concern that are not posted agenda items. Individuals may only register to speak one time per meeting for Citizen Participation and must be present during the designated time period for Citizen Participation in order to participate. The maximum number of speakers for Citizen Participation is thirty (30) speakers per meeting.
Unless the agenda is otherwise rearranged by the Board President during the meeting, Citizen Participation will generally be held after reports and action items.
The amount of time allotted for each Citizen Participation presentation is dependent upon the number of requests to speak for the specific meeting. For meetings in which there are fifteen (15) or fewer registered requests to speak during Citizen Participation, each presentation shall be a maximum of two (2) minutes. For meetings in which there are between sixteen (16) and thirty (30) registered requests to speak during Citizen Participation, each presentation shall be a maximum of one (1) minute.
For meetings in which there are more than thirty (30) registered requests to speak during Citizen Participation, the speakers selected for participation will be determined by the date/timestamp on the submitted registration form. The first thirty (30) speakers who register according to the date/timestamp of their form will be allowed to speak.
The registered patrons selected to speak during Citizen Participation will be posted or notified at least one (1) hour prior to the start of the board meeting of their selection. Any individual not selected to speak may submit written comments to the Board.
Any registered speaker who is absent from the meeting at the time for Citizen Participation forfeits the opportunity to address the Board at that meeting, but may submit written comments to the Board.
Request to Speak
